The cooperation agreement applies to the funding of socio-legal projects that are likely to generate insights which will speak about key issues of local self-government and will thus contribute valuable policy recommendations for the town of Oñati. These may be research projects, PhD studies or international collaboration between social scientists looking into legal phenomena. Applicants must show an interest in socio-legal aspects of local self-government, civic activity and national identity.
The conditions for applying for the “Oñatiko Udala” Grant are published on the Oñati Town Council website and on the International Institute for the Sociology of Law (IISL) website and are decided upon jointly by the signatory bodies. They contain information about the types of projects, researchers, deadlines and conditions for the projects as well as the subject areas the signatory bodies will prioritise.
1. The following types of projects can apply for the grant:
Type 1 – Research projects
1.1. These shall involve research into the socio-legal aspects of local self-government, civic activity and/or national identity.
1.2. These shall involve research into the Basque diaspora. Researchers will have access to the local archives.
Type 2 – PhD studies
The grant can, partially, support research works falling within a PhD thesis project, provided that they are on the subject to which this call refers: socio-legal aspects of local self-government, civic activity, national identity and/or the Basque diaspora.
Type 3 – International collaboration
The drawing up and implementation of a project related to the creation of world cooperation networks between researchers in the socio-legal field, especially those that place the IISL and Oñati at the centre of the developments and interrelation initiatives of socio-legal associations around the world. Participation in the project will be in cooperation with the IISL and international collaboration networks will be created.
The research carried out, no matter what its nature, must be completed with the writing and submission of at least one scientific article to a scientific journal, to a congress, or to a publication in the field of the work carried out. This shall be implemented in accordance with the indications of the Scientific Committee (S.C.).
2. The International Institute for the Sociology of Law pledges to faithfully adhere to the spirit in which this grant was created. Payment of the €4,000 will be made in the following way:
a) 20% of the total amount within one month of the researcher being chosen.
b) 50% once a report has been written detailing information about the progress of the research work. (To be submitted by the last Friday in July). Once this report has been submitted, the S.C. will correct said work and deliver an assessment.
c) The final 30% once the project has been delivered and approved by the S.C. and publicly presented.
The second and third payments will be made after validation by the S.C.
The IISL reserves the right not to pay the corresponding amounts in the event of non-validation by the S.C. In this case, it will duly inform the Oñati Town Council and return the unpaid grant. The grant shall be returned in its entirety if the project is abandoned.
3. Once the work has been completed and with a view to achieving the greatest possible dissemination of the research carried out, the Oñati Town Council will translate the work into Basque and will have first refusal over its publication. The Town Council will publish the result of the work in both languages (in original version and in Basque) on its website. The International Institute for the Sociology of Law may also publish the research work electronically or in a hard copy. In addition, the publication may also be presented at a public event, with the presence of the grant-holder, at the Institute’s premises.
In the event of it being a requirement for publication of the article in a scientific journal, congress, etc. that it be an article not previously published, an agreement will be reached both with the Town Council and with the IISL in regard to the date of publication in their media, always placing priority on its initial publication in scientific media.
The terms of the agreement mean that the Oñatiko Udala Grant and the IISL must be mentioned in any publication or public presentation of the project’s progress or results.
4. Requirements and documents to be submitted:

4.2. The following documents should be included with the form:
- A detailed outline of the research project (2-5 pages).
- An abstract (300 words max.) with the project title and key words.
- A sample of the bibliography to be utilized.
- Resume of all the researchers.
- A detailed budget.
- The detailed plan of the tasks to be carried out in the work, defining the timescale and date or moment when each one will be carried out.
- The signed statement of authorship and originality of the research work. (Annex 1).
- Any other document that justifies the candidates’ research skills.
4.3. Applicants must be involved in one of the IISL programmes or activities. Residing in Oñati during the time of preparing the project will be valued positively.
For projects carried out in 2022, applications must be received before 13:00 hours (CET) on 31st March 2022. The decision on who is to be awarded the grant will be taken before 30th April 2022.
The final project must reach the IISL by email to the attention of Marije Mesonero (m.mesonero@iisj.es) before 13:00 (CET) on 31st October 2022.
